This looks like a cool device that you can use to create different sound, or to add effects, or to create sounds and rhythms that cannot be produced by a normal guitar. It actually sounds like a hammer dulcimer.
Most bass guitar players already use a playing technique called hammering, however with this device you can play unique and interesting patterns. Besides, as mentioned, people with arthritis and other disabilities can still play the guitar (using hammering technique).
